In the implementation of the 2007 Memorandum of Understanding, a delegation of the Algeria's National Railway Employees Union (ANREU) led by Mr. Abdel Kader Boubetra, Member of the Standing Committee in charge of international relations paid a working visit to Vietnam from 16 to 22 May 2009 at the invitation of the Vietnam National Union of Railway Workers (VNURW). The delegation was warmly received by VGCL Vice President Hoang Ngoc Thanh at the VGCL headquarters in the afternoon of 19 May.
At the 10th National Congress of Vietnamese Trade Unions that was held in Hanoi from 3 to 5 November 2008, a new Executive Committee was elected with 160 members headed by Mr. Dang Ngoc Tung who was reelected to be VGCL President for the 10th Tenure (2008 - 2013). Five Vice Presidents of the VGCL were reelected namely Mr. Nguyen Hoa Binh, Mr. Hoang Ngoc Thanh, Mr. Mai Duc Chinh, Mr. Nguyen Van Ngang and Mrs. Nguyen Thi Thu Hong. The 10th National Congress of Vietnamese Trade Unions was sucessfully organised in Hanoi from 3 to 5 November 2008 with participation of 986 local delegates and 33 international delegates and some representatives from diplomatic missions accredited to Vietnam.
