In the implementation of the 2007 Memorandum of Understanding, a delegation of the Algeria's National Railway Employees Union (ANREU) led by Mr. Abdel Kader Boubetra, Member of the Standing Committee in charge of international relations paid a working visit to Vietnam from 16 to 22 May 2009 at the invitation of the Vietnam National Union of Railway Workers (VNURW). The delegation was warmly received by VGCL Vice President Hoang Ngoc Thanh at the VGCL headquarters in the afternoon of 19 May.

VGCL Vice President highly valued the visit by ANREU, considered it a new development step in the relationship of cooperation and friendship between railway workers' unions of the two countries. VGCL will facilitate that relationship for better development, he affirmed.

Mr. Abdel Kader Boubetra kept the VGCL leaders informed of outcomes from the working session with VNURW. He said, the pressing tasks of the ANREU at present are to decrease the unemployment and to improve working conditions in the sector (the current unemployment rate in Algeria is 17-18%). The ANREU is an affiliate to the General Union of Algerian Workers. Its membership accounts up 60% in the total workforce 10,000 workers and employees in the railway sector of Algeria.
